The reason it isn't a fact is because science knows it could be wrong, it doesnt want to be arrogant and act like it knows for certain everything(world was flat, why fire would go out under a glass). The watch is obviously designed because:

1 ) One has never been observed to form without human intervention (unlike, say, a blade of grass).

2 ) It serves a purpose to it's designer. (And what purpose does a blade of grass serve to God?)

A broken watch will never self-assemble because it's pieces aren't subject to the effects of electrostatic forces, hydrophobicity/hydrophilicity, etc. that aid in biological self-assembly.

Evolutionary biology plays an important part in biology - one of our greatest biological minds, was Theodosius Dobzhansky said, "Nothing in biology makes sense except in the light of evolution." Evolution is a fact WITHTEETH. Organisms adapt to their new living conditions; this had been observed, and validated. The "theory of evolution" is the collective term for all of our ideas of how evolution has worked over the past millions and billions of years. It includes our idea that all life on earth descended from a parent species and that all life is related, sharing a common ancestor. Our framework of this process is an incomplete one, therefore any scientist should tell you that the entire picture we have thus far is our best understanding. It's not that "science knows it could be wrong". SCIENTISTS understand the nature of a theory and that it is open to revision as long as new evidence continues to be found. And scientists continue to find evidence that supports the Darwinian view. Evolution in itself however is a fact. :)
