Strike the first one. Any country can defy the UN if it can beat the other member countries in war - we can. Our veto is a formality, though a deserved one. Come to think of it, you would only have to be able to beat the countries who cared enough to do something about your defiance. That doesn't seem to be too many. Most members are too busy pillaging their own countries to be bothered to team up against anyone in a meaningful "police action."
Re the second: Technology helps as a force multiplier, which is crucial when greatly outnumbered (which we are) by your potential enemy. Nonetheless, we are not at the point where we can win without skilled and dedicated warriors to man the equipment. The implications of being able to or having to rely on technology alone make for a very interesting discussion, but it's completely off topic.
Nukes: Certainly extremely powerful, but I don't consider them viable weapons. Our arsenal is largely strategic, which puts us at a disadvantage on a mere cost-effectiveness level: it's hardly economical to expend a megaton weapon on a meaningless target. This leads us to the moral shortcoming: these weapons are suited toward only fixed targets, namely cities. I agree with everyone here (I assume) that using them in this role in a first-strike would be abhorrent, but I do think we need them as protection against first strikes on us. Don't be naive, only a fool would say that the solution is to abolish all nuclear weapons. The cat's out of the bag; as long as one country has one nuclear weapon we will need this deterrence. The prospects of all nuclear weapons being caught up in a ban are nil. Of course, in order for nukes to be effective deterrents, you must also be seen as being willing to respond with them. I don't know if we have that resolve - I don't know if I do. It seems obvious to me, however, that threatening to respond with them is perfectly moral, so long as we're the only ones who know it's an empty threat (if it is). Moving back to your point, however, I can say with certainty that our nuclear arsenal is not decaying - at least not the naval third of it. Missile submarines are scary weapons, and despite being old, they're in great condition.
I would say that we're a superpower because we still have a critical mass of intellectuals to carry the rest. I won't deny that that mass seems to be decaying alarmingly fast, nor will I deny that other countries are catching up in that regard. We still have a lot of momentum to move us forward, and I don't think there's a whole lot any one administration can do to significantly decrease that momentum. It would take several successive presidents, with enough support in Congress and popularly, to do enough damage to our country to halt our advance. I don't like a lot of what Bush has done (almost certainly for different reasons than most of the members here) but I don't think that he's destroyed the country either.
