In addition, what kind of census is it where people are required to register in the birth city of a relative? There's never been such a census in Mankind's history as far as we know. What possible use could such a census be? The whole point of a census is to determine where people actually live so that services can be provided (in recent times) and where Roman soldiers needed to be stationed in order to quell uprisings (back in those times).
