Do you want a mathematical proof that π continues forever, and thus is an irrational number? Or just the logic of how that was determined? I can accommodate you with either. But don't get tedious about it, tedium is incredibly boring.

Hey, how you doin'? Nope, Pi is irrational in any base. The issue is that the ratio doesn't ever rationally divide where we would like it to. For instance, the ratio of the diameter of a circle to it's circumference will always be that irrational number Pi; you just can't get away from that. Geometers better than I have tried, to no avail. Just like xtians being pestilential, wherever you go.

Huh. I never even thought about Pi in another base. I guess two is still two no matter what base, and Pi is still Pi...

Well, they would look different, for instance 2 in base 2 is 10. So, Pi would look different in the same way. You wouldn't see a numeral above 1 with Pi in base 2, but it would still be Pi, since it is just a ratio. This is something that was handled by computer programmers decades ago, because in the end, all that is processed in a computer is in binary (transistors either on or off).

Yes, base isn't that important in mathematics. It's only important for the thing that is performing the math and the thing that is receiving the answer.
Base 2: 100 + 101 = 1001
Base 4: 10 + 11 = 21
Base 8: 4 + 5 = 11
Base 10: 4 + 5 = 9
Base 16: 4 + 5 = 9
