You know, I *really* dislike having to run to the Urban Dictionary to figure out what you and Choobus are talking about. I have never been edified by what I learn there, either.
In this case, I think, though I cannot be sure, that you are asking what "no one can give death" means. It means that no one is allowed to deliberately kill. (Thou shalt not kill)
The other possibility is that you want to know how come we are allowed to use antibiotics. The answer to that is that they restore health which is always a good thing.
That is the best I can do. I know that you are capable of writing excellent English. I just wish you would more often.

There is no overarching body that makes "religion" update its teachings. In the case of the Catholic church there is the magesterium which is the teaching authority of the Church and consists of all bishops and the pope. Bishops by definition are charged with teaching correct doctrine and this goes on continually. When a particular question becomes pressing, the Bishops may gather in councils to decide the issue.

I'm asking what 'natural' has to do with it. I agree with Choobus -- everything is natural -- but that's besides the point. Cardinal Martino obviously feels that executions are 'unnatural deaths'. If he has a problem with unnatural' deaths, does he have a problem with other things that must seem as 'unnatural' to him -- like prolonging a life even unto Schiavoesque proportions. (And prolonging heartbeats is most definitely not always a good thing.)
(P.S. KJV changed 'Thou shalt not kill' to 'Thou shalt not murder' about 25 years ago. They're not the same thing, but it's good to see that nothing is carved in stone.)
