As I see it, people who do not want their picture taken have two choices, either do not go where other people are free to have and use cameras or cease reflecting light.

Actually the commandment goes into great detail about what is prohibited, and it winds up that no image of any description, in any medium, may be made by and means of any thing whatsoever. Their purpose may be to preent idolatry, but their explicit specifications are not at all permissive. Thus Islamic art concerns geometric patterns but does not include even decorative plant leaves.
